From the same report, the words discuss the changes observed in vehicle speeds after 24 different sites were changed from 100km/h to 110km/h:
The RACV submission contained a lengthy appendix providing extensive details of their 'before and after' vehicle speed measurements in both directions of travel at 24 sites in the Melbourne metropolitan area. Further information on the RACV work was also given in a recent paper presented at the 17th Australian Road Research Board Conference. 
The RACV information, including their detailed interpretation is given in Appendix G. The main conclusions that the RACV submission drew from their speed measurement surveys were:
The revised speed limits had a mixed effect on spot speeds;
However, at the majority of sites, the mean speeds were equal or very similar before and after the speed limit changes;
Generally, there was a far greater compliance with the new speed limits after the speed limits changes; and
It would appear that motorists drive at speeds which they perceive to be appropriate for a given set of road conditions.
Neither the Victoria Police nor other organisations had any further information on the impact of the speed limit changes on travel speeds.
Isn't that what we're all trying to say? Set the speed limits appropriately to the 85th percentile? Instead Bracks and carr/Scully are changing speed limits downwards artificially along with co-deployment of speed cameras.
Why aren't more of you writing in disguist to your local MPs?
