No, as JCV8 said dealer delivery charges cover stuff like freight, storage, pre-delivery, and detailing.
A second hand car from a dealership are usually sold at a premium price which covers any panel and other repairs which are done prior to the car going out in the yard.
So it's fairly safe to say that the price on the window is the price that you'll be forking out.
