I looked around and found a nice EL xr6 that was well in
my budget test drive went ok and couldent see any
thing wrong with it and came with a registration. So i
put a deposite on it, on the recipt it has the words "as is"
and a reg number , the next day i rang him to make sure he
gets the change of registration papers and the road worthy
cert and i get the reply it dosent need one, i insist that it
does and he says he will get back to me.
Im a little woried that i just put a deposit on a unroadworthy car,
or that he will turn around and try to sell it with out a reg leaving
me with a lemon of a car.
Has anyone been in this situation or have some advice on what i
should do next, and what my rights are.

In nsw ppl always claim you need a pink slip (roadworthy check) but I don't believe thats true. The dealer can just sell the car as it is and its up to you to do whatever mechanical search you want to find out what's wrong.
Check with your transport department or if ur with a motoring club contact them.

Depending on the car yard if they're a MTA dealer they have to abide by some sort of code as well. Check into that too. You may get a cooling off period where you can get your deposit back if your not happy.
Can you advertise a car with reg then sell it with out the reg ?
The dealer can't cash in the rego on you at the last minute unless they tell you beforehand. That would be misleading and deceptive and give grounds for a case with fair trading.

lets say he is only willing to sell it with out a RWC, should i buy it ($14,000) and
then get the RWC my self, as there does not seam to be any major issues
with the car, but then i dont realy know what to look for so there could
be a big problem that i cant see. or should i walk away from the whole deal?,

you should get the raa(dont know what its called in victoria) to do a check up on it, my bro got one done on a VP berlina for bout 100 bucks, found out what exactly was wrong with it, if he dont want to do that get your money back, or just ask him for one more test drive and then thrash the sh*t out of it and do bout 700 bucks worth of damage lol

Why would you lose money ? Theres no written contract. The seller would have to give you your money back.
