hey guys can someone recommend me a video card for my new pc

im looking for a video card that's gonna go good with that setup it has to be direct X9 compatible, 128mb ddr ram,and has to have tv-out so i can play games on my TV and about the $200 mark it's for mostly a gaming machine

You should be able to get an MSI GF 5200 for that amount of cash. Even a decent one with the remote control and crap.
I picked up a MSI Geforce 5200 128mb DDR a couple of months ago for $130 or so. Personally I want something more powerful as games still struggle at 1024*768 with all the options turned up (AMD 2600+).
I'd look at getting an Asus V9180-TD-128 (MX440 chipset, TV out, S-SUB etc etc). They're $190 from my local computer shop. I think the MX440s perform better than the 5200s if my memory serves correctly...

I'd first look at the ATI Radeon 9200/9600/9700/9800 cards as they perform the best, then following that if you cannot find any, take a look at any of the nVIDIA FX series 5200/5600/5800/5900
