Think of it as cold air induction early 70's style.
It was a forward facing air scoop attached directly to the centrally mounted air cleaner and protruding through the bonnet. Being attached directly to the engine via the air cleaner housing meant that it moved with the engine. Visibly shaking at idle relative to the surrounding bodywork due to the lumpy cam & carb combo.
In modern terms, a shaker is an idea that turns a forum full of Ford fans into frothy-mouthed ferals full of debate over whether the GT should have had one or not.

Shakers are not allowed due to the fact that they are a danger to pedestrians, as in, if you hit someone and they go up onto your bonnet they'll hit the shaker.
