Picture one of those newer model Celicas. Now picture what looks like a modified rear spoiler, fastened to the middle of the bonnet. That's right, a bonnet mounted wing !
It was lower than the rear wing and shaped to follow the contour accross the bonnet. There is no way that this could improve aerodynamics of the car, so what possible purpose could it serve ?

Bonnet bulges, for example on the Boss BA, are because the engine is too big to fit under the normal bonnet. Bonnet scoops serve to increase air intake through the top of the bonnet. I can see a practical purpose for these but not the bonnet spoiler.
bonnet bulge is also there to protect predestines from impacting on the hard part or the car, the engine. a gap distance is required to met design standards.
