Check the blend door for free movement
some info from Steve here next:
"These show the temperature blend door location. This is from a '96 which has an improved design, but the LOCATION is the same as yours (referring to an 89 here). Yours has a film hinge, which has probably broken, binding the door.

"You should also check the blend door to see if it's switching to hot. If you pull the glove box out, you can see the cable going to it on top of the ductwork as you move the slide. If it has NO resistance or if it binds, then the door might have broken away from its film hinge."

The vacuum comes off the big tree screwed into the top rear L of the plenum, then goes to a one-way valve with a Y above the blower motor. One side of the Y goes to the plastic ball reservoir on the R wheelwell, and the other side goes in thru the grommet above the blower where the wiring harness & recirculate vacuum line come out."
