Have you tested the IAT for resistance?:
Could have a bad new IAT; known to happen.
Take it out, hook up the VOM to resistance check; use a hair dryer to heat the sensor's tips;
"As the temperature changes, you should see a change in the ohmmeter reading. No change would tell you thes ensor has failed and needs to be replaced." I copied this from Wells tech tips for you.

Was the Key On during the V test?
if so, suspect ashorted sensor, harness open ckt.
