frown code 54

Hi Guys,
My truck is giving out a code 54, which to the best of understanding has to do with the air charge temperture sensor.
I have replaced the sensor and it still puts out the code 54, I checked the voltage at the sensor connector and there is none, is there supposed to be voltage at this connector. also the truck is using an excessive amount of fuel ( 11-12 mpg)

Have you tested the IAT for resistance?:

Could have a bad new IAT; known to happen.
Take it out, hook up the VOM to resistance check; use a hair dryer to heat the sensor's tips;
"As the temperature changes, you should see a change in the ohmmeter reading. No change would tell you thes ensor has failed and needs to be replaced." I copied this from Wells tech tips for you.

Was the Key On during the V test?
if so, suspect ashorted sensor, harness open ckt.
