The turbine from the turbo is powered by exhaust gases. Cumbusted fuel (exhaust) has water vapor. Add the high temps of combustion (exhaust), then rust is easy to form, but only on the housing. The moving parts should be made of metals that withstands the rigors of the application.
Turbos typically last at least 50,000 miles and can live beyond 100,000 (I've owned 3 different turbo cars). How long did each of your turbos last (miles)?
Something doesn't sound right. Turbos are cooled with coolant, that's why there are coolant lines going to and from the turbo. Turbos are lubricated by engine oil, and that's why there are oil lines going to and from the turbo.
Not warming up nor cooling down does not cause 2 turbos to fail within 27 months. I've had a used VF30 (with 60,000 miles already on it) go into a WRX and ran it hard for 50,000 more for 3 years until the engine quit with a 40% increase in horsepower.
What did the dealer say the issue was? What caused the turbo failure?
