I have a 1998 Taurus I've been saving for my kids. It was last started and driven around the block about 6 months ago (sat all winter). I put a couple of gallons new gas in the tank, plus some dry gas, but didn't drain the old fuel.

Put in new battery, it cranks great. It will start momentarily with some starter spray in the throttle body. Cannot hear fuel pump run when key is turned on.

Vehicle has passive anti-theft (PATS). Does this interrupt signal to the fuel pump? Where is fuel pump grounded?

The engine wouldn't crank at all if the PATS was triggered besides disabling the PCM. Make sure the inertia switch isn't tripped in the trunk. Otherwise, try hitting the gas tank with a plastic mallet while cranking the engine. If the engine then starts you have a bad fuel pump.
