Yes. The RCU (radio control unit) "reboots" every time you shut the ignititon off and turn it back on again. Mostly to check for confirmation of a CD changer, even if you don't have one. I actually found this out accidentally when installing my CD changer. I already had the key on, plugged in the harness to the rcu, and it didn't work. I thought I had a defective harness, but after turning the ignition off and back on again, it worked fine.
