Hmmm... Pressure in the tank... the cap should relieve some pressure... If a tank or evaporative emissions vent were plugged the tank would start to collapse (suck in) on itself. I'll have to find my 90 Taurus/Sable Shop Manual.
The gauge acting funny may be the sending unit in the tank, which may not be replaceable seperately from the fuel pump, so the fuel pump would have to be replaced. The struts you're talking about is the rear tension struts. They go from the mounting brackets on the floor pans to the rear spindles.
