Sounds like a bad steering column clockspring. Is the air bag light on??? Is there a clicking noise from behind the steering wheel when turning it side to side???

You have to buy and install a new Clockspring. Ford, typically, has it in stock. Steering column clockspring, basic part number - 14A664. When you will install it, you may be sure that the steering wheel and the wheels are straight :)

It's under the steering wheel. First, disconnect the battery and wait a few minutes. Find the access cover on the back/bottom of the steering wheel and remove it. There is a bolt behind this cover-it is a special geared bolt. Loosen the bolt until the steering wheel slides off. Disconnect the electrical connectors. Remove the ignition lock cylinder by turning it to the on position, then inserting a 1/8" punch through the access hole on the bottom of the column trim shrouds. Remove the steering column trim shrouds. I believe there is a few screws that hold it to the column. Remove the screws, disconnect the connectors and remove the clockspring. Installation is reverse of removal. The clockspring is a component with a large, long ribbon of wire that allows constant electrical connection to the airbag, horn switch, and cruise switches at any steering wheel position.

Re: after r&r engine cruise & horn? doesn't work

yea i called ford, they said the part is around $60.00. but they said if the air bag light isn't on, or ck engine light that it might be something else, but couldn't tell me what. they won't to hook it up for 1 1/2 hr. labor @ about $100.00. is there any way i can diagnose it myself, or would it be bad & not trigger the air bag light? 58,000 miles & this thing is falling apart all @ once, within the last 400 miles 400 miles ago i had no problems at all! thanks

Remove the steering column trim shrouds. Disconnect the clockspring connectors-they are seperate from the clockspring. Connect a jumper wire to a good ground. (Metal part of body, an extra long jumper directly to negative battery terminal) Touch the other end to the pin for the dark blue wire in the square (2 pins on top, 2 pins on bottom, not four pins in-line.)clockspring connector. (The harness side, not the clockspring side.) The horns should sound. This proves out the entire circuit with the exception of the clockspring and the horn switch. To test the horn switch and clockspring, start by hooking an ohmmeter to the clockspring side of the connector. One lead to the dark blue wire, one to dark green/orange wire directly below it. While pressing the horn switch you should see below 5 ohms. If you don't you probably have a bad clockspring. By the way, you have to unbolt the Secure-Lock transmitter and set it aside, carefully slide the key-in ignition switch warning switch from the ignition collar, if you have column shift you have to remove the indicator cable from the column to remove the clockspring. The clockspring also uses clips instead of screws to hold it to the column.

eek Re: after r&r engine cruise & horn? doesn't work

Wait a second!!! Looking over the diagnostic procedure in my 2001 Service Manual (Just the same as the 2002) the horn circuit appears to ground through the cruise control servo. If this was unplugged, you would have neither horn nor cruise control. Check this before the clockspring.

Re: after r&r engine cruise & horn? doesn't work

Save your time. When you disconnected the steering shaft, you did not lock the steering wheel. Clock spring has a flat wire inside, which working good on two turn left and two turn right from middle position. If you made mistake, and connect steering shaft in wrong position - the CLOCK SPRING will be demaged. Same message, but in Russian.
