Any of the resonators I've seen are flanged in the from and welded in the back. If it's that old you'll probably have to replace the bolts as well. As far as the straps, mke sure the tank is empty and supported, usually not too hard. I've never changed the gas thank on a Taurus, but I've taken a few out without much issue. Just take a close look at where the straps lie across the tank, make sure the straps aren't hiding corrosion on the tank prior to re-attaching.
