steering wheel shimmy at low speeds

In a nutshell, at low mph, Id say about 20-25mph and less and lower rpm's, im getting a wheel shimmy. Im finding it goes away at higher speeds/higher rpm's, respectively. When I apply the brakes when it does shimmy, the shimming continues which leads me to believe its not pads/rotors (brakes).

Any ideas. I'm not clued in on front wheel drive but heard everything from an axle to cv joint.

Any help, advice, tips, etc would be great.

It's very possible it's a tire. Move them front to rear and see if it goes away or you feel it in the seat. If so, get the tires checked.
