I'm not sure about the US, but in Canada we never had a police packaged Taurus. I've been to several shows/open houses and they've had some one off cars there - but never a Taurus.
You can upgrade to slotted/drilled rotors with premium pads to help improve heat dissipation and overall performance. However, increasing rotor size you'll have to get new Calipers, and I would imagine they would be custom; and you'll most likely have to get larger wheels to accommodate the larger brake assembly. I wouldn't worry too much about it, but in most cases, getting a premium set of pads installed can make enough difference that you'll take notice.
