86 with issues

Hey all,

I have an 86 Mustang GT FI, Auto.

I have a hard start, and poor running condition I cannot figure out. I put new plugs, wires, cap, rotor in it all ready. EGR seems to operate correctly. I cleaned and checked the IAC and TPS. I have vacuum to the MAP sensor. There are no cats, I found no vacuum leaks.

I cannot rev past 3,000 rpms. Fuel pressure was good, and I put in a new fuel filter.

I need some help, any suggestions?

I ran KOEO and KOER tests. I got no codes.

Check base timing to be sure it hasn't jumped.
