Emmisions on a '95 GT with only 2 stock cats, 2 removed?

Hey all! I am looking at buying an amazing condition '95 5.0 convertible with 58k original miles. Everything is stock except the owner placed the exhaust with an x-pipe and flow masters. The mustang still has the o2 sensors and the front two cats. I am setting up a good time to go with the owner to see if ti passes emissions in Tennessee.

Waiting to know is killing me so I thought I would check and see if anyone knows if it may or may not pass emissions with only two of the stock cats. In TN it has to have cats on it, but they won't care if it has 2 or the stock 4. I know if it does not I will have to get the two stock cats replaced with two that will basically replace all 4, but not having to do that would be awesome.

Good luck! I don't have emissions here- but my Dad does in Idaho. If the cats are not in the factory locations they flip. It really comes down to how strict Tennessee is.
