86-thunderbird

so i got a 86 thunderbird and before you tell me yes i know this is the mustang fourm but the tbird guys are no help
my prob is i have power at my fuel pump relay and i can jump it but it wont kick on by its self any suggtions
also neet to locate the eec relay its not under the seat, or on the pass side of firewall or under the dash to the left of the instrument cluster or in the pass side kick panel thanks agian
