If you are looking to build up a 5.0 mustang for the strip it wouldn't hurt
to look for a 1989 - 1993 LX. The coupe would be the lightest, and then
the hatch, followed by the GT. But you would only be talking about a
couple of hundred pounds, so it's really no big deal.
The HO 5.0 is extremely easy to work on, and the aftermarket for them
is amazing. There is a monthly magazine called "Muscle Mustangs And
Fast Fords". If you pick one of these up you can see the number of
companies that offer enough low cost parts that you could probably
build one from the ground up.
My 1989 LX hatchback ran in the mid 13's with only headers, a 3.73
rear, and some suspension work. At that time the engine was completely
stock. The car is running low 12 second passes now with only some
bolt on stuff..
Costs are another matter, as it would depend on the overall condition
of the car. You should be able to find a good car, with no rust or
major problems for somewhere in the $3500 - $4000 range..
