You can build a car with all the right parts, but as you have found, it takes an experienced tuner to make it run as it should. From the description of your car it sounds like you would know other hot rodders in the area. Ask them. If they can't help, ask around some of the "cruise" spots or speed shops. A shop with a dyno is a must, you cannot get the best results without one.
I am only familiar with SoCal where good tuners are in most every city, but I have met rodders from Ohio, so I know they exist. If all else fails, give Summit (in Ohio, not Nevada) a call. Most of the parts guys at Summit are car guys and would probably be glad to help.
