problems on a rebulit engine

i recently rebuilt my brothers engine in his 99 mustang 3.8 after i got everything in and put together i started it up started right up running a little rough then all the oil spilled out of the oil filter gasket so i shut it off put a new oil filter on and the same problem so i suspected the oil pressure relief vale so i tore back into it and assumed i put the new pressure relief valve i got in the new oil filter in backwards or didnt fully remove the old one. after i got it apart i found it fit in better the oppsite way i instaled it so i fliped it and reinstalled everything only to get the same results any help would be much appriciated

sound like something is blocking oil flow in the engine, main bearings could have been installed wrong ,were the oil hole in bearing dosent match block , or a wrong part or gasket,were cam bearing relaced, they have oil holes too,
