also i was told by someone to go check out the wreckers to see if they're might b any cars riden off with the rims, do u think this would b a good idea? is there anyone here who's planning on selling their's?

I looked into doing this a little while ago. Each rim was going to be $180 each (if memory serves me) which was bloody cheap. The parts guy was really surprised. Don't the ST rims, they cost around $400 each. I never checked up on rubber, but ford said they would do it if I wanted them to.
I don't know about wreckers. Usually if a car gets wrecked, the wheels tend not to fair too well either. You may be lucky though.
I would never buy rims from a wrecker, not unless you had them tested with an ultrasound for cracks (which would cost you a bit and means it would be better off just buying new ones), as you said Brother....rims dont fare that well in any crash.

Wrecked cars can include hail damaged cars, some winners there but your chances of getting a good condition Zetec with 17"s is barely worth looking for.
As for the rims, that's $720 plus tyres remember, and you're looking at at least $250 per tyre for anything that you'd ACTUALLY consider putting on the car. Don't put cheap crap on there just because it's cheap, when you have such a sharp handling beast, nothing worse than poopy tyres. So you're around the $1700 mark all up. Up to you.
Welcome to the forums though, good to have another Melburnian!!! Don't forget to check out the Victorian End of Year Cruise in the Euro Ford Club Forum.
I'd be very suprised if the genuine optional 17 inch rims were only $180 each because they are a 2 grand option from Ford with tyres, and as an option when new is always cheaper than buying them afterwards. I understand the tyres that Ford provide are quite good to make up a chunk of that, buts discounted for buying as an option with the car.
Don't forget to price rubber, no better way to ruin the cars great handling than putting a set of noisy underperforming grip-free boots on it. You'll find the really good rubber will cost you anywhere from 200 bucks a piece up.
I bought my set of 17's from Resty when he bought 18 inch rims, now I am looking at perhaps going up to 18s myself, but might just throw the 17's onto the RS2000. Haha.

How much boost?
If you are going to buy aftermarket tyres why would you buy stock ones??? I mean there are so many tyre shops with a never ending list of rims that you could get! There are so many options to get that will suit you and your car!
Go with some good after market ones... Price may be alittle more but you will get so many more looks with after market ones!

mite have to visit my dealer sometime soon to see how much its gonna set me bak
