The PZEV is indeed the 2.3L 16V engine sold in the U.S., available in the ZTS Sedan and ZTW Wagon, and optional on the ZX3 and ZX5. I assume it has stricter emission controls too, as it is required in some Green states of America for vehicle registration.
It puts out 144HP at 5750rpm, and has a slightly higher compression ratio than any other Focus engine, but not by much to the Zetec. It's main benefit is it's torque, listed as 149 ft lb, compared to the Zetec's 135.
Interestingly, the ZX3 and ZX5 Foci that use the Zetec engine have no more power than the other models with the Zetec engine, such as the SE sedan and wagon.
Another interesting point: all American Foci (excluding SVT vehicles) come out with drums on the rear as standard, regardless of model. An optional ABS kit is available, however.
