Once you find a Focus you like and one that will work in your price range, write down the VIN and take it to a local dealer. They'll be able to run it and make sure it's up to date with any recalls/TSBs. Then make sure it hasn't been in an accident or such, and take a test drive. If everything seems sound enough then by all means, pick it up.
If you want ownership simplicity, a TPI engine would be more to your liking, it's not as potent as a Zetec engine, but will get you around town on a budget.
