One-Touch Indicator setup

I have an ST170 2004 model, and recently i sat in a friends Focus Ghia, and when he flicks the indicator either direction, it will flash 3-5 times and switch off. Ideal when changing lanes.
I tried it on my car, thinking it must have the same feature being a fully loaded model, and guess what - IT DOES'NT.

Is this a faulty indicator stalk, or is it something to do with programming?
Any idea's - any help would be great.
