I have a brother that recently totaled his 1999 Ford Ranger. He was ran off the road bye a semi and he hit a tree head on doing at least 40MPH at the moment of impact.

The airbag's failed and did not deploy at all. Who should he contact about this situation and what would Ford Motor Corp. do about this situation.

After all I am a firm believer that if I buy a safety feature it should at least work.

I hope your brother is ok.

I am not certain of the exact area to contact but you should contact Ford directly. They will need to know if there is a fault with this model or if it was a problem with just your brothers vehicle.

As it is a 1999 then anything may have gone wrong with it. Maybe some repair work has been done on the vehicle in the past and something has been done incorrectly and affected the deployment. There could be many reasons for it not working, some of which may have nothing to do with how the vehicle left the factory. If it is an issue or fault with the product then Ford need to know and sort it out.
