92 Ford Ranger fuel gauge problem

When the ignition is on the fuel gauge reads empty. When the ignition is turned off the gauge moves real slow and stops at almost a half a tank.

It does not matter how much fuel is in the tank. It does the same thing.

Most likely the sending unit in the tank. If you plan on replacing it, better put a pump in it for the sake of not having to drop the tank again.
