95 Ranger XL speedometer going crazy

Hi

I have a 95 Ranger XL

Up to about 40-50km per hour the speedometer is dead at 0, then all of a sudden either in 2nd or 3rd the speedo starts going crazy up to 140-160kph and the truck seems to brake, or speed limit?

I just got this truck and don't know much about it clearly . . .
