When filling the tank, right when the cutoff hits, gas comes off the tank and hits the ground. If I try and top it off any more than that, it just dumps more gas on the ground.

Someone mentioned it might be the filler-neck/hose.

Does this sound correct?

If so, do they get loose? Rot or Rust? Is there a clamp or something that may need tightening/replacement?

Is this something an average joe can manage as a DIY project? What would a typical mechanic charge?

Good luck on the filler neck, they are expensive if bought new anywhere from 185 to around 300. I went junk yard hunting and found an almost new one on a wrecked ranger for 10 bucks .

I have seen them in the aftermarket for about $100.00 brand new.
