98 Ranger 4x4 Rotor question?

While setting out to do a brake job on my ranger 4x4, I noticed a plastic cap with a
breather screen fastened to the hub of the rotor. I could not understand how to remove
this cap in order to get the rotor off. Anybody have an idea on what this is?

since it is a 4x4, could it possibly be the 4x4 hub.
do you have automatic or manual hubs.

actually since its a 98, its probably push button 4wd isnt it, so it would be an automatic locking hub.

could that be what it is?
