Hi, I'm new to this site, and I'm hoping maybe someone can help me. I recently purchased a 97 ranger that had been sitting for a year. I could hear brakes dragging so jacked up a front wheel. The wheel did not turn freely, in fact, you have to put a little pressure on it. So, I decided to take the wheel off and have a look, but the wheel won't come off. Any thoughts?

a shot of penetrating oil around the hub, a couple smacks with a hamer (hit the tire) and it should come free. Of course, make sure the vehicle is securly supported.

Thanks Fonz, My concern now is getting it off, but then the brake pressure not allowing me to get it back on. I'm thinking I might just take it to a shop and let them deal with it. I of course wanted to save some money by doing it myself, but brakes are certainly something I want done correctly. Thanks for responding.

The brake pressure won't affect getting the wheel back on, the rotor would be a different story though. Sounds like you have a sticking or siezed rotor. Good call on taking it to a shop if you are not confident enough to DIY.
