confused Check Engine Light(P1400)

I have a '98 3.0L 4x4. My Check Engine Light came on recently and I had the code read at 2 different Autozones and they both read P1400(Low voltage to EGR system). I reset the fault and it came back. Does anyone have any idea what might be wrong? I don't want to spend $60 on a sensor if it's not going to fix it. I tried to do some troubleshooting from the manual, but I can't seem to find some of theparts they describe.

I would appreciate any help.

I can't find the EGR vacuum regulator. The manual talks about it, but doesn't tell where it is or what it looks like. I checked the DPFE sensor and reads OK.
