How To Access Cruise Control Switch 99 Ranger

I need to replace the cruise control switch that is located on the right side of the steering wheel. I can see the two screws holding the switch in place. They are located under the steering wheel padded cover that covers the air bag and horn switch, but I cannot reach them. Does anyone know how to remove this cover? I don't see any visible screws or other fasteners.

Rough procedure is:
1) Disconnect Battery
2) Remove screws securing air bag.
3) lift air bag and either secure it to top of steering wheel or disconnect and just remove it.
4) Remove screws securing switch (s).

NOTE:
If you are replacing the switch becuz the light is burned out, that unit can be opened and the bulb replaced then glued back together.

I have not personally done the above procedure (s) but have read many articles in reference to it. I did purchase a steering wheel on fleabay just for the switches but have yet to get around to replacing "MY" switches.
