confused Messed up 94 Ranger out of ideas and knowledge can you help?

My 94 ranger 2.3l 5spdmanual tran.
Troubles began 3 years ago the transmission locked up (needle bearings on mainshaft) lack of oil. While locating parts and such I had truck at a relatives barn on jack stands safe and secure, finally found and bought a good transmission for 100.00 bucks replaced, clutch presssure plate, disc, through out brg, pilot brg, slave cylinder, clutch master cylinder, Transmission problem solved.
Discovered someone had swaped different components on my engine which now will not fire up and run...ck list air, fuel, spark, using repair manuals and testers I started checking sensors and system components. so far I have replaced ecm, pcm(computer) both coil packs, plugs (8) and plug wires, replaced crankshaft sensor, tested ignition control module (icm) at parts store tested good, Removed fuel tank the fuel pump was all clogged and varnished, cleaned fuel tank, replaced fuel pump and filter, checked fuel pump for working but found low pressure at fuel rail, returned pump and replaced with another new one test good. eliminated clogged converter by checking since it wont run we disconnected exhaust temperairly, So in review we have replaced everything except the o2 sensor, egr valve, maf sensor, tps, and the icm. new battery voltage good, grounds all check good, self test ck good, no codes stored still not getting spark???? any body have any ideas?

How's you're ground on the coils? I could be wrong, but I think they're grounded through their body.
