Ranger wheels

How do you take the chrome "skinned" caps off of the steel wheel on a 2000 Ranger?

The painted steel wheels behind the chrome wheel covers have rusted.I would like to clean and paint the steel wheels.Any ideas on how to do that would be appreciated.

Removing the "Chrome Skin" from that will actually destroy it. That is bonded to the steel rim.
