Why are stock 2.3L Rangers so weak?

My stock 96 Ranger came with 115 horsepower, what can I do give it more power? Something not to expensive but anything will do.

manual or automatic
the manual transmission lets it live a little free but the automatic makes it anemic. the 2.3 gets good gas mileage and torque is almost that of the 3.0
