1993 Tempo Horn Relay

Have spent an terrible amount of time searching fro the horn relay on my '93 Tempo. Chilton book said is on the fuse box and it wasn't. Autozone says under dash to left of steering column (Be a little more vague please) and searched all over there as well under the entirety of the dash as well as under the hood. Pretty sure this is the problem used a meter and the horn it self was showing a charge. Just need to find the thing.

Why Ford? Why did you hide it?

Depending on what you have for options, you may or may not have a relay. Read on:
OPERATION
Without Speed Control, Without Air Bags
The Horn Switch is mounted in the center of the steering wheel. With the Horn Switch depressed, current flows from Fuse 16 through the Horn Switch to the Low Pitch and High Pitch Horns. The horns sound.

With Speed Control, Without Air Bags
The Horn Switch is mounted in the center of the steering wheel. With the Horn Switch depressed, current flows from Fuse 16 through the Horn Relay coil and the Horn Switch to the Speed Control Amplifier. The Horn Relay coil energizes, the contacts close, and current flows from Fuse 16 through the contacts, to the Low Pitch and High Pitch Horns. The horns sound.

With Air Bags Only
The Horn Switch is mounted in the Multi-function Switch. With the Horn Switch depressed, current flows from Fuse 16 through the Horn Switch to the Low Pitch and High Pitch Horns. The horns sound.
