When I floor the accelerator it sounds as if it's getting way too much air, but the engine won't accelerate past 1500 rpm (estimated, don't have a tach). But if I slowly give it gas it will rev to redline (and beyond). Ran codes on the engine and got code 31. My Chilton's manual says "EVP voltage below minimum voltage". EVP stands for EGR Valve Position. But this car does not have an EVP on the EGR valve! Is there another meaning for code 31 that I'm missing? I did a tuneup with cap, rotor, wires, and plugs (they were extremely worn), but that hasn't helped. Stuck EGR valve? Clogged exhaust? Help!!!

Hmmm ... no codes .... looks like a fuel problem ... check the pressure ( valve at the back of the motor ) and see if the pump is up to snuff ..... then check the fuel filter ..... then the pressure regulator ( pull the vac hose and see if it makes a difference) .. finallly ... if you have a MAS sensor, clean it with a can of ether ....

Just to let everyone know, there was a pin hole in the rubber line connecting the fuel pump to the supply line inside the gas tank. Replaced the rubber line($.50) and it runs great!
