Since the daytime lights and the high beams work, you can rule out the light switch on the dash. And since both high beams work and both low beams don't work, it's PROBABLY not a wiring issue to one headlight side or the other. That may narrow the problem down to the high/low switch on the steering column. I've seen in other forums where that switch sometimes goes bad causing similar symptoms to yours. I've not had that problem on my '94 Tempo (knock on wood!), but I've heard that getting to that switch is not difficult and is fairly inexpensive to buy, if you want to do it yourself.
