confused Ball Joint / Control Arm

When removing the top bolt to the lower control arm (1993 Topaz V6) the bolt appears to have an odd shaped washer (tack welded possibly factory looks clean) but is wedged up against the wall of the inside of the frame tube. Since there's no strait shot with a hammer any suggestions on how to get this out? Not to mention the bushing dowel looks "buggered up" and may be just adding to the difficulty's in removing the bolt. I do have the sway bar pulled back with a strap, just didn't know if I should try and get the arm off the sway bar then get the arm the rest of the way off the frame?

That's to keep it from turning when you take the nut off the other end.
