Here's a wiring diagram for the circuit. Check for power on the light green/yellow wire at the switch with a test light or voltmeter. Check to be sure black wire to the ground is good. If both are okay, you'll need a switch. You can wiggle both buttons on the switch a few times and sometimes the contacts will clear off if it is the switch.
I just bought the vehicle and they did not work when I bought it. The only thing I know is the fuse is good and I haven't had a chance to check the wiring etc. The only other thing that doesn't work is the daytime running lights and I don't know if they are connected. Where is this relay under the hood?
I don't know what relay Sterling mentioned. Hopefuly he'll post back. If you check my wiring diagram, it doesn't show a relay. Have you checked for power at the fuse?

Chapter 12, section 41. sub-section 24 to 25.
Diagnosis can usually be limited to simple checks of the wiring, connection, and motors, also the Circuit Breaker. This should be located in the Main Fuse (maxi fuses) Box located under the hood.

Have to admit that the Haynes is better than guessing. I just got the Ford manuals when I was heavily involved in that kind of work. I don't habe any manuals newer than 2001 though.
