Replacing the IAC (idle air controller) should solve the idle problem. As for the windows, you're probably out of luck here and will be better off replacing the motors in the windows. Frequent door slams and driving over bad roads for a decade and a half can take their toll. It can be done by yourself, just remove the inside panel (generally just plastic pins hold it on), and peel back the vapour barrier so you can get at the internals. Look for anything else that may be out of place, as you mentioned that one window won't go up willingly. You can test the rear window motors to see if they're burned out. Kids have a tendancy to kill power windows, as they're a fun toy on even short trips.
