E 3.4 Reservation
3.4.1 Competition number “1” is always reserved for the current VSC driver’s champion who
has sole rights to that number for the duration of the Season which follows that in
which the VSC was won.
3.4.2 In the event that the current VSC driver’s champion elects not to take competition
number “1”, that number will not be allocated until a new VSC driver’s champion elects
to take up that number.
3.4.3 Allocation of competition number “1” will automatically entail reservation of the VSC
driver’s champion’s previous competition number for such period as that driver retains
the status of the VSC champion.

Thats how it reads to me. The number "1" has to stick with the driver, it wouldnt make sense to leave it with his previous team (PWR in this case) for their new driver to use. Especially seeing as that would mean Murph would get it!
However that would mean both that Marcus doesn't finish one of
the remaining races and that Bright, PWR and worst most
significantlt HOLDEN would take back the title. Bugger that, FPR
can find another way to boost moral. They're on track at the
moment anyway. Two new in house cars for 05'.. First fully FPR
built weapons.
lets hope their first in house cars are a bit better than their first in house engines!
