check engine light codes cat converter and evap control??

have a 96 thunderbird 4.6l close to 200,000 miles and i'm getting a check engine light.. can't pass emissions inspection. Car runs fine, idles fine, and doesn't seem to have any power loss at all.

so it looks like i need to replace the catalytic converter but i don't know what the 3rd code (below) is about.

any help with what that code means would be much appreciated and any ideas where i can get a cheap cat converter.

I saw a previous post in here from summit racing for a converter for around $390....looks like i might be able to make an offer for one on ebay and maybe get it a little cheaper.

getting these codes:
p0420: catalyst system below threshold bank 1
p0430: catalyst system below threshold bank 2
p1443: Evaporative Emission Control System, Vacuum System, Purge Control Solenoid Or Purge Control Valve Fault
