Heater Not Working on 95 Thunderbird

I just bought a 95 Bird and the heater isn't working. I found that one of the hoses that goes to the heater core is completely broken (see pic). Shouldn't it be leaking anti-freeze? It's not.

Oh yeah, and it only blows air out of the top (defrost) vents. Any help would be appreciated.

Normal set up is a feed hose into matrix and a return pipe . There must be a valve or supply hose blocked / by passed somewhere in heater system .
