Exclamation lock cylinder / car won't shut off

On my 95 t bird i can start the car but i can't shut it off. When i turn the key left i don't feel any resistance on the locking cylinder and it kinda free spins. Does this mean i need to replace the lock cylinder? also the repair manual i'm looking at says i need to remove the steering wheel, is this necessary or is it possible to do it without removing the wheel? And how do i shut off my car? thanks
