My 2000 cougar developed a problem with the anti-theft system (i think). The control light used to flash every two seconds, and now is illuminated constantly (and pulses dim and bright). Also whenever step on the brake, a click sound can be heard from under the central gear shift lever. The power locks and remote entry fob do not lock or unlock the doors. All other electrical systems seem to be functioning normally. Additionally, the fobs do not open the hatch or sound the panic alarm. Any suggestions?

Unhook the battery for a few minutes and see if that helps.
