I just bought a 91 cougar v6 with 81,xxx kms and when I press in the emergency brake the pedal comes back and does not lock down. This is my first car and I was just wondering if anyone could help me find the problem. Are there service manuals available online?

For the problem you have, your eyes will probably do you more good than the manual. You may get lucky and only need to lube the release or replace a spring. A hard copy manual can be had for ten to fifteen bucks at most auto parts suppliers. It will come in handy for future repairs.
